Project Summary: In 2020, Fincantieri Bay Shipbuilding, a U.S.-based shipyard in Wisconsin, entered negotiations for the construction of a new trailing suction hopper dredger for an American dredging company. Given the scale and complexity of the project, it was essential for all stakeholders to establish a clear and realistic understanding of the proposed construction approach, expected project phases, and potential risks. This clarity was required to enable Fincantieri Bay Shipbuilding to accurately assess the construction process and develop a credible proposal for planning, execution, and cost. To support this effort, Fincantieri Bay Shipbuilding sought assistance in developing a structured project concept to underpin the tender and negotiation phase.

CoWaves supported Fincantieri Bay Shipbuilding during the bidding phase by providing specialist expertise in dredger construction planning. We advised on construction sequencing, critical dependencies, and material availability to ensure the proposed schedule was realistic and achievable. In collaboration with a licensed partner, CoWaves also contributed to a technical review covering naval architecture, dredging systems, and electrical components. This combined technical and planning input enabled Fincantieri Bay Shipbuilding to develop a well-founded, technically sound, and executable bid.

Drawing on prior assignments and a strong understanding of dredger specifications, contract documentation, and system delivery requirements, CoWaves was able to translate complex technical inputs into a coherent and executable tender strategy. This experience enabled Fincantieri Bay Shipbuilding to submit a realistic construction concept, supported by achievable planning and technically sound assumptions.
